The Deputy Head shall comply with the requirements of the Constitution and laws of the Republic of Uzbekistan, as well as other normative and legal documents. He (or she) ensures the timely implementation of the decisions of the Ministry’s board, orders and directives of the Minister, documents and instructions of the Ministry, decisions of the regional department’s board, and orders and assignments of the regional and city department heads. The Deputy Head establishes effective cooperation with relevant divisions of state and economic management bodies in implementing assigned tasks in the field of general secondary education policy, exercises overall leadership over subordinate structural units, and ensures the fulfillment of all assigned tasks.
He prepares and submits to the Head of the Department annual and semi-annual work plan drafts for approval, supervises the timely and high-quality implementation of activities specified in the work plan, and monitors compliance with discipline and performance among department employees. The Deputy Head also prepares and submits annual and semi-annual work plan drafts for the Division for Coordination of General Secondary Education Institutions and ensures their effective execution.
He develops proposals for improving and organizing the effective operation of the Division, provides direct leadership over the Schools Division, coordinates its staff, monitors the execution of assigned duties, and regularly reports to the Head of the Department on important issues. The Deputy Head assigns tasks to employees within their authority and supervises their implementation, provides practical assistance to general education schools in organizing activities and resolving issues, reviews and approves information on class formation together with the district’s chief economist, and ensures compliance with established standards.
He supervises the process of forming and approving orders for graduation certificates, monitors the timely entry of certificate orders into the e-shahodatnoma.uz system, and oversees the issuance of duplicate certificates in accordance with regulations. He also ensures the timely ordering and delivery of gold and silver medals to graduates in compliance with requirements, organizes the admission of first-grade students to general education schools, monitors their entry into the adm.maktab.uz platform, and ensures that all admitted students receive the “President’s Gift” on time.
The Deputy Head monitors the formation of student data in the erp.maktab.uz platform, analyzes key indicators of general education schools, coordinates school documentation processes, and reviews the performance of school branches, providing proposals for their future activities. He coordinates the establishment and operation of newly created schools, monitors citizen applications regarding student transfers, and oversees the preparation of schools for the new academic year.
He collects reports, forms and analyzes key indicators, organizes their submission to the Head of the Department and higher authorities, and coordinates lower stages of student Olympiads. The Deputy Head analyzes micro-district data assigned to schools and ensures their accurate entry into the adm.maktab.uz system. He reviews citizen appeals related to his scope of work, prepares responses, and ensures compliance with departmental regulations, codes of ethics, anti-corruption rules, internal labor discipline, occupational safety, hygiene, and fire safety requirements.
He respects the dignity, honor, and professional reputation of employees and participants in the education process, refrains from spreading information that could damage the reputation of the education system, and complies with confidentiality and state secrecy laws, ensuring data protection. The Deputy Head is responsible for the proper and efficient use of assigned furniture, equipment, and office materials, ensures their preservation, and adheres to fire safety standards in the workplace.
He may perform other duties as required by legislation. The Deputy Head must follow internal labor regulations, collective and employment agreements, occupational safety, and technical safety norms, ensure the timely and quality completion of assignments given by the Department Head, perform the Department Head’s duties during leave, illness, or professional training, and report regularly on the work performed.
